Detours: Edgar Road Closed July 6-Aug. 14 for Turn Lane Construction

| June 16, 2015

Edgar Road between Big Bend Boulevard and Catalina Avenue will be closed between July 6 and Aug. 14 while the city installs a left turn lane on southbound Edgar at Garden Avenue.

The left turn lane is a City of Webster Groves condition in order for the University to expand its parking garage and a necessary step to breaking ground for a new Interdisciplinary Science Building. Webster University and the City of Webster Groves reached an agreement in March on the construction and cost of the lane.

The City of Webster Groves is overseeing the construction and selected Raineri Construction to do the work. The Raineri Construction bid and work schedule were approved by the City Council Tuesday night.

Under the construction plans, a new lane will be added to the west side of Edgar Road from Big Bend Boulevard to a few feet past the Emerson Library, where it would merge back to a single lane. The island in front of Emerson Library will be eliminated, while the turn-around/parking area in front of the library will be converted to a drop-off-zone only. Traffic lights, fire hydrants and sidewalks also will be relocated along the west side of the road between Big Bend Boulevard and Garden Avenue.

Vehicles headed to Big Bend Boulevard via Edgar Road or vice versa will be detoured on Catalina Avenue. Vehicles headed to Garden Avenue will be directed to South Old Orchard Road, which connects with the eastern end of Garden Avenue.

Construction Impact and Detour Routes

Starting July 6, Edgar Road will be closed from Big Bend Road Boulevard to just north of Catalina Avenue. The intersection at Garden Avenue also will be closed. (See an enlarged campus map here.)

  • Vehicles headed to Big Bend Boulevard via Edgar Road or vice versa will be detoured on Catalina Avenue.
  • Vehicles headed to Garden Avenue will be directed to South Old Orchard Road, which connects with the eastern end of Garden Avenue.
  • During construction, pedestrians wishing to cross Edgar Road on campus will be directed to an area just north of Catalina or to the intersection of Big Bend Boulevard and Edgar Road.
  • The main (east) entrance to the Emerson Library and the employee’s entrance on the south-east corner also will be closed during the construction.
  • Access to the library during the construction period will be through the northwest entrance, located just off the circular plaza on the south-east side of the Sverdrup Building.

When construction is completed on the roadway, the traffic signals at Edgar Road and Garden Avenue will be temporarily replaced with stop signs. New signals with a left turn arrow are expected to be installed later in the year.

Webster University must expand its parking garage to meet zoning requirements and install the new electrical substation to address the electrical requirements of the Interdisciplinary Science Building. Work on the electrical substation – located at Garden Avenue and South Old Orchard Road – has already begun. The City Council required the left turn lane as part of the approval of the parking garage expansion.
